Dr. Liaqat Ali Shah is the Executive Director and Head of Policy Division – Trade and Industrial Cooperation at the Centre of Excellence for China-Pakistan Economic Corridor (CoE-CPEC), Pakistan Institute of Development Economics (PIDE), Ministry of Planning, Development & Reform, Islamabad. Major responsibility as Head of Policy Division is to provide evidence-based research and recommendations for promoting industrialization and trade in Pakistan under CPEC. That include but not limited to the development of special economic zones(SEZs), trade and industrial strategies for SEZs, forward and backward linkages of the domestic economy with SEZs economy, industrial clusters identification and mapping, prioritization and promotion of export-led industry and devising trade facilitation measures. Besides, Dr. Liaqat works with different stakeholders in the industrial sector to ascertain the needs of the sector, identify the assumed threats to the sector that inhabit local industry participation in the SEZs and opportunities the CPEC industrial cooperation offer to the existing small and medium enterprises(SMEs) in the country. Before joining CoE-CPEC, Dr. Liaqat Ali Shah was a faculty member at the Management Sciences Department of COMSATS University at Islamabad Campus. He worked there on different research projects including development of decision framework for economic corridor evaluation using value focused thinking approach (HEC funded), risk index development for construction projects, benefit management and benefit realization management with focus on special economic zones development under CPEC. Moreover, he co-authored research work with Dr. Aamir Khan on the economics of oil under CPEC, highlighting therein the benefits China can get in terms of oil transportation via CPEC. Furthermore, Dr. Liaqat supervised students and taught courses in the field of project management, operations and supply chain management in addition to mechanical product design process. Dr. Liaqat has a major in Mechanical Engineering from University of Engineering & Technology Peshawar, Master and PhD degree in Industrial Management from Arts et Métiers ParisTech, France. Moreover, he was a Postdoctoral Fellow at the Université de Technologie de Compiègen(UTC) at Picardie France and a research associate at Ecole des Mines de Nantes at Pays de Loire France. He has worked in National Engineering and Scientific Commission(NESCOM) as Assistant Manager (Technical) and has served as industrial systems analyst in Montupet automotive industry, France. Moreover, Dr. Liaqat is involved in various research projects in collaboration with various research laboratories abroad. Among them is the development of supply chain simulator using SCOR Framework in the sustainability context (IRCCyN, Nantes), a novel simulation-based scheduling rule for Montupet Industry (UTC, Compiégne), and a decision support framework for industrial systems evaluation (LCFC & LGIPM, Metz). Educational Qualification Dr. Khan’s got M.Sc (1978) and M.Phil (1985) Geography from the University of Peshawar and PhD in Planning studies from the University of Nottingham UK in 1991. He conducted Post-Doc research project titled “Nigerian Evidence-based Health System Initiative” (NEHSI) under the supervision of Prof. Dr. Neil Andersson funded by CIET Trust and IDRC-CIDA Canada 2012-13. Experience Amir Khan started his career by joining the University of Peshawar as a lecturer in 1980 and got retirement in 2015 after serving the University for more than 35 years. Publications Dr. Khan has carried out extensive research in the field of evidence based Urban and Regional Development Planning, Governance, monitoring/Auditing and evaluation, housing and primary health care issues and disaster recovery. He published more than 100 research publications as listed below: (d) Administrative/post-doctoral experience Dr. Khan serves the Institute/Department as Director and chairman for three successful terms from: 1997 to 2000, 2003 to 2006 and from 2010 to 2013. After getting Ph.D from UK in 1991 he serves in the University for 24 years. Dr. Fahd Amjad is the Head of Policy Division – Regional Connectivity under CPEC (BS-20) of Centre of Excellence for China-Pakistan Economic Corridor (CoE-CPEC), Ministry of Planning, Development and Reform, Islamabad. His Professional Qualifications & Training included; ICT Skills Professional and Academic Projects Research & Publication Submitted and / or in preparation Case Studies Projects Completed Comparative Study Of Advance Transportation Algorithms And Their Implementation In Pakistan (MBA Project) Mr. Muzammil is a Research Associate at the Center of Excellence for China-Pakistan Economic Corridor (CE-CPEC) and currently leading the thematic research area of Job Growth and Human Resource Development under CPEC. Prior to working for CE-CPEC he was employed by the Ministry of Planning, Development & Reform where he worked on a number of strategic projects including CPEC. His flagship projects in MOPDR was ‘Brand Pakistan’ and PC I approval of cultural exchange programs with China. He was a Confucius Scholar where he attend the Language & Cultural courses in Beijing Language and Culture University as well as Shaoxing University China. He also worked for Chinese language & culture promotion in Pakistan. Mr. Muzammil earned his Master in Development Economics & International Studies from the Friedrich-Alexander University, Germany. He speaks Urdu, English and is hoping to improve his knowledge of Chinese and German. His interests include peace & conflict studies, development cooperation, event management, travelling to experience new culture & environment and volunteer work/Community involvement. Publication: Currently Dr. Ghulam Akhmat is affiliated with Centre of Excellence for China Pakistan Economic Corridor (CoE-CPEC) at Pakistan Institute of Development Economics (PIDE) as Senior Research Fellow. With a PhD degree in Urban Planning from Huazhong University of Science & Technology, China, he has substantial grip on different aspects of urbanization across the globe, especially in the developing world. His research exposure is supported with practical experience. He also had opportunity of working in the University of Adelaide, Australia, in visiting scholarship arrangement. He had been research fellow at HUST where he taught courses to post graduate students entitled “Classical Work on Land Administration” and “Land Economics”. Courses highlighted and integrated the issues of land use policy, land management, spatial planning and urbanization in China. His experience has taught him how to build strong relationship with all sectors at organization level and has the ability to work within a team as well as cross team. His research interests include social and urban development, land management, new approaches to Geography, rapid urbanization and urban governance systems in the developing world. Mr. Ahasn Abbas is the Senior Research Fellow at Centre of Excellence CPEC (CECPEC). His professional experience as a faculty, trainer, researcher, analyst and consultant in several public and private sector organizations ranges 17 years. He has served Planning Commission of Pakistan, PIDE, Islamabad, Economic Affairs Division (EAD), National Productivity Organization (NPO), Ministry of industries and Production, Ministry of Culture, Sports and Youth Affairs, Quaid-i-Azam University Islamabad, International Islamic University (IIU) Islamabad, Air University Islamabad, GIFT University, Gujranwala, Sustainable Development Policy Institute (SDPI), Islamabad and Innovative Development Strategies (IDS), Islamabad. He has been associated with various national and international organizations including Global Trade Analysis Project (GTAP), Purdue University, USA, Partnership for Economic Policy (PEP) Network, International Food Policy Research Institute (IFPRI), Pakistan Institute of trade and Development (PITAD), South Asia watch on Trade, Economics & Environment (SAWTEE), South Asia Network on Economic Modeling (SANEM). Currently he has also been included in the team for the Pakistan Institute for Parliamentary Services (PIPS) Budget Research Desk 2017-18 as a Subject Expert on Budget and Economy. He has done his Masters in the same area from NUST whereas his Bachelors in Engineering degree is from EME College in the field of Mechatronics Engineering. He is also a certified Project Management specialist from Pakistan Institute of Management (PIM). Husnain is a Researcher, Technology Entrepreneur and a Farmer and has got 9 years’ experience under his belt. He has worked in various reputed National and International Organizations and on multitude of domains ranging from Product Design and Development to Robotics/Automation and Project Management. Husnain also holds prestigious title of Marie-Curie Fellow. Currently he is working as Acting Thematic Head of Regional-Connectivity at CE-CPEC. Mr. Younas Kakar is serving as Senior Research Fellow (BPS-19) in Financing and Financial Sector Integration division of Centre of Excellence for China-Pakistan Economic Corridor (CoE-CPEC), Ministry of Planning, Development and Special Initiatives, Islamabad. . During his tenure here, he has been consistent in achieving policy research targets that included publications in the Research Quarterly Journals, Policy Briefs Series and identifying the potential areas of bilateral investment and financing.
