Training and Field survey of Socio-Economic Baseline for E-35 Hazara Motorway

Socio-Economic (SE) Division, Centre of Excellence, China Pakistan Economics Corridor (CoE-CPEC) is working with the vision to answer the most echoed question i.e. “How CPEC would affect the life of common people”. With this vision SE division has conducted series of workshops by involving stakeholder from government and Civil society organizations from September 2017 up to May 2018 to discuss the need for evidence based intervention and the significance of socio-economic baseline data targeting all the sustainable development goals (SDGs). Various questionnaire/instruments including household, community profile, district profile, project profile were designed and piloted.

SE Division at CoE-CPEC is going to establish Socio-Economic baseline for the following six projects selected from diversified portfolio of CPEC including E-35 Hazara Motorway for which the training for field survey is done in April and May 2018.

The inaugural ceremony of the training followed by field activity was held on 30th April 2018 at District Council Hall, District Haripur which was attended by the personnel from line departments of District Haripur and officials from other relevant departments. In opening ceremony, the need and importance of the activity was highlighted by Policy Head which was endorsed by the chief guests Prof Dr. Iftikhar Ahmad, Vice Chancellor of Abbottabad University of Science and Technology.

About 40 people both men and women from various fields of disciplines including Economic, Sociology, Law, Geography, Statistics, Business Administration, Medical Science, Engineering, Computer sciences, participated. All the participants were from the region who were well versant with the local languages, culture and the environment.  Prime focus of the training was to equip the field workers with the skills to; ask sensitive questions, work with mobile based questionnaires, take GPS location and submission of forms.  Mock exercises followed by a field visits were conducted in the whole week of training.

Two teams were constituted out of these trained field workers. Each team has covered 100 to 120 households, covering all women from 14 to 49-year age, children from 0 to 9 year old and all men who were gainful employed.

The two most important aspects are given due importance, first; the sample size which should be large enough to truly represent the district socio-economic parameters and second; the selection of socio-economic indicators. The indicators selected cover all the Sustainable Development Goals (SDGs).

Digital data is collected using “Open Data Kit” (ODK). ODK is an android based open-source software used for collecting, managing and using survey data collected through digital forms.

Evidence collected will be used as baseline.  With subsequent periodic survey it will be possible to find out the change and to record the project impact. Also it will help to make evidence based planning, prioritize the indicators based on severity for further considerations and investment. All evidence collected will be analyzed and shared with relevant stakeholders at all level.
