Visit of Sahiwal Coal Fired Power Plant (Super Critical Technology) by Urban Development Division, COE-CPEC

Urban Development Division of COE-CPEC headed by Dr. Saleem Janjua organized a visit to Sahiwal coal fired power plant on 30th August 2018. Sahiwal coal fired power plant is the first energy plant that has become operational under the CPEC portfolio. One of the pertinent questions on CPEC energy portfolio is of the implementation of environmental safeguards for the energy projects.

 CPEC, Centre of Excellence, China Pakistan, Pak-china friendship, COE CPEC, China Pakistan Economic CorridorThe purpose of the visit was to address this question and gain knowledge about state-of-the-art ‘super-critical technology’ of the Sahiwal coal power plant under CPEC.The official delegation from CoE-CPEC consisting of Dr. Saleem Janjua, Head of Policy and his team carried out a meeting with the relevant authorities and discussed the construction and operation of Sahiwal coal power plant under CPEC framework.

The key achievement of Sahiwal coal power plant is that it is the first coal plant that uses supercritical technology. Supercritical technology ensures efficiency up to 42% whereas the subcritical technology had low efficiency of 38%. Increasing efficiency of a coal plant is necessary to reduce emissions and this is only possible through the super-critical technology deployed at Sahiwal. The subject plant has become operational in 22 months and is generating 1320MW energy. The subject plant has generated employment and business opportunities for the local community.

Regarding environmental compliance, the plant operates in an environmentally friendly manner. Latest technology including Electro Static Precipitator (ESP), Flue Gas Desulfurization (FGD) and low Nox burners have been installed. Environmental Monitoring reports for the subject plant show that the emissions of Sahiwal Coal plant are way below the National Environmental Quality Standards (NEQs).  The results of continuous emission monitoring system show SO2 emissions for the subject plant to be 95.72 mg/  the NEQ limit is 1700 mg/ . NOX emissions for the subject plant are reported to be 162.11 mg/  whereas the NEQ limit is to be 1200 mg/ . Similarly Hg emissions were reported at .0076 mg/ , and the NEQs limit is 10 mg/ . Overall the project is being smoothly executed and has been well received by the local community. The concerned authorities were of the view that CPEC has proved to be a game changer for the region and local industries. However, the benefits of the CPEC projects can be reaped by debunking the myths against the CPEC portfolio and creating a positive narrative of CPEC projects especially the energy projects. COE-CPEC may play a vital role in this regard by conducting field visits of CPEC projects and carrying out evidence based research and creating public awareness on the positive benefits of CPEC portfolio.
