One day conference on CPEC RELATED SKILL DEVELOPMENT CHALLENGES & WAY FORWARD FOR AN INCLUSIVE EMPLOYMENT STRATEGY” in Islamabad” was organized by Centre of Excellence for China Pakistan Economic Corridor under Job Growth theme in collaboration with TVET sector support programme.

The key objective of the Conference was to discuss qualitative and quantitative dimensions of methodology required in employment projection at different professional and trade levels. The key theme of the conference includes the job projections of the technical and vocational workforce under China Pakistan Economic Corridor Special Economic Zones and skill gap evaluation.

A diverse range of experts highlighted the significance of vocational institutions for the job projections under CPEC SEZs. On the basis of abundant natural resources and manpower in Pakistan, the potential industries under CPEC SEZs include iron and steel, mines and minerals, textile, petrochemicals and agriculture.

Pedersen was guest of honor. Dr. Asad Zaman, Vice Chancellor, PIDE presented the welcome note. He said that the development of the nations is largely dependent on the skills training and management. Therefore, the current gap between academia and job requirements are the major impediments for lower employment in the country. One of the connection of NAVVTC is very important and central. However, SEZs under the CPEC have the huge potential to proliferate jobs for the young population of Pakistan. Thus, it is mandatory to devise the right policies so that maximum jobs can be created through the SEZs,” His Excellency Mr. Yao Jing, Chinese Ambassador to Pakistan addressed the role of NAVVTC is pertinent to prepare skilled workforce.

Mr. Jørn W Pedersen Secretary Development, Dr. Abdul Jalil, Executive Director, COE for CPEC, Executive Director, NAVTTC, Dr. Nasir Khan and Project Director CPEC, Hassan Daud Butt deliberated and unfolded the different facets of inclusive employment strategies under CPEC and appreciated the timely initiative taken by the Centre of Excellence-CPEC. In the first panel discussion, eminent speakers like Mr. Li- Xin, Vice President Sahiwal Coal Power Project; Ambreen Shah, Vice President, Legal & Corporate Affairs China Power Hub Generation Company (Pvt) Limited; Dr. Mushtaq Vighio, Manager Employee Relations at Engro Energy Limited, discussed in detail about the lessons from early harvest CPEC projects and the way forward to a demand-driven skill development.

The second panel discussion was moderated by Abdul Samie, Director CPEC BOI and the panelist speakers were: Saeed Ahmed, CEO KPEZDMC; Huzefa M Ali, Advisor (Dhabeji SEZ, SEZMC) SEZA Sindh; and  Amir Hussain, Chief of section, Planning, Development Department, Balochistan shared their views about potential of industrial relocation in CPEC SEZs. Therefore, improvement in the economic situation and economic activity to engage the people to provide opportunities is for the successful execution of SEZs.

The third session was chaired by  Hafeez Abbasi, Director NSIS, and the panelists included Haider Ali, Director Labor, Planning & Development Department KPK, Sanaullah Durani, Representative TVET Balochistan, Bashir Agha, principal, GJTMC-QUETTA and Rahila Durrani, ex-speaker of provincial assembly & Chairperson Balochistan Women Business Association discussed the challenges faced by  NAVTTC and TEVTAs in delivering demand-driven skills for CPEC SEZs.The emphasis of the panel discussion was to share the required employment related data from CPEC projects so that NAVTTC and TEVTAs collaboratively aligned the required skill development trainings.

In Technical session Mr. Muhammad Muzammil Zia, Head of Policy, Job growth & HRD CoE-CPEC briefly discussed the key objectives and expected outcomes of the research study carrying out in collaboration with TEVT support program.  Dr. Aliya H Khan, Member Economic Advisory Council (EAC), Govt. of Pakistan moderated the technical session in which research methodologies were identified to streamline the related research in this area.

The conference concluded with the objective of identifying the qualitative and quantitative dimensions of methodology required in employment projection at different professional and trade levels. The event was well received by Government officials, practitioners, and academia who jointly agreed to make SEZs under CPEC a successful story.
